Method
Preheat oven to 375°F (190°C). Line a baking sheet with parchment paper.
In a large bowl, whisk together almond flour, baking powder, salt, and garlic powder.
Cut in the cold butter using a pastry blender or your fingertips until the mixture resembles coarse crumbs.
In a separate medium bowl, whisk together softened cream cheese, eggs, and heavy cream until smooth.
Pour the wet ingredients into the dry ingredients and mix until just combined. Do not overmix.
Fold in the shredded cheddar cheese.
Drop 8 equal portions of dough onto the prepared baking sheet using a large spoon or ice cream scoop.
Bake for 15-20 minutes, or until golden brown and cooked through.
