Method
Preheat oven to 375°F (190°C). Grease a 9x13 inch baking dish.
In a large skillet, cook the ground breakfast sausage over medium heat, breaking it apart with a spoon, until fully browned. Drain any excess grease and set aside.
In the same skillet (or a clean one), add olive oil. Sauté the chopped bell pepper and onion over medium heat for 5-7 minutes, or until softened.
In a large bowl, whisk together the eggs, heavy cream, salt, black pepper, garlic powder, onion powder, and red pepper flakes (if using).
Stir in the cooked sausage, sautéed vegetables, and 1.5 cups of shredded cheddar cheese into the egg mixture.
Pour the mixture into the prepared baking dish.
Bake for 25-30 minutes, or until the casserole is mostly set.
Remove from oven, sprinkle the remaining 1/2 cup of shredded cheddar cheese over the top, and return to the oven for another 5-10 minutes, or until the cheese is melted and bubbly and the casserole is fully set.
Let stand for 5 minutes before slicing and serving. Garnish with fresh parsley if desired.
