Method
Preheat oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
Steam or blanch the broccoli florets for 3-5 minutes until tender-crisp. Drain well and set aside.
In a large saucepan or Dutch oven, melt the butter over medium heat. Add the softened cream cheese and whisk until smooth.
Gradually whisk in the heavy cream and chicken broth until the sauce is smooth and creamy. Bring to a gentle simmer.
Stir in the garlic powder, onion powder, salt, and pepper. Mix well.
Remove from heat and stir in 1.5 cups of the shredded cheddar cheese and all of the Parmesan cheese until melted and combined.
Add the cooked chicken and steamed broccoli to the sauce, stirring gently to coat everything evenly.
Pour the mixture into the prepared baking dish. Sprinkle the remaining 1/2 cup of shredded cheddar cheese over the top.
Bake for 20-25 minutes, or until bubbly and the cheese on top is golden brown.
Let stand for 5 minutes before serving.
